A path signal will reserve the track ahead of the train, if there is a rail crossing it will close it as it passes the signal, giving enough time for a vehicle to cross the track, and stopping any other vehicles from crossing. Put it 2 or 3 squares away from the crossing signal. The OpenTTD maintainers seem to be quite conservative in what they allow. Put a path signal on each side of the rail crossing. And there are no guarantee that it'll get merged if someone does it.
